I think being able to see the favorites of people we think we share interests with is sufficient.
How about, as a crude heuristic, a leaderboard with the most starred tweets as selected by the people *you* follow? Because they clearly have something in common, and that set of tweets would probably help you discover people you should be following. Heck, it could even somehow indicate the people on the leaderboard whom you don’t follow.
I have a script that does that, and should probably make it into a web app one of these days. Here’s my “people I follow” leaderboard for the last 2 days:
